We don't actually see this on camera, but we know the details. Velma is twelve and on a field trip to the Natural History Museum, and has succeeded in keeping her powers a secret for years. Except that she is having a Bad Day in the way only a preteen can. And she loses control of her powers around the fossils and dinosaur models.
The cops are called. The Super Patriots Inc.'s Marketing Division are also called, and they spin some story about how they can train Velma to use her newfound powers responsibly. Velma points out that, legally, they can't make her be a superhero, and her parents tell her to be quiet, the grown ups are talking. Velma might not be an adult, but she's not stupid: she realizes that all the legal talk means that her parents are effectively selling her to The Super Patriots Inc. so they don't have to deal with her.

There are all the angry and upset emotions in this, since Vel's parents effectively sold her to a corporation to save their own financial asses and to not have to deal with any more accidents, and they didn't even have the heart to even fake anguish over the choice.
