So, this unlocks the basics of Velma's superpowers. She is able to animate things that are not alive. The canon rule seems to be 'anything with a face', but specifically her powers are listed as "Semi-autonomous animation of totemic representations of persons and animals, most specifically cloth figures, including minor transformation to grant access to species-appropriate weaponry."

Marketing says she brings toys to life with love. Really, she's putting some of her life-force into them -- generally only a smidgen, so it comes back quickly. So anyone sensitive to such things can see that.

Now, Velma only got the basic version of her powers. So it's limited to:

1. Animating one thing at a time that
2. Is about the size of something she can carry and
3. Stays within eyesight and
4. doesn't get those species-appropriate weapons and powers.

So her animate gargoyles can't fly or have sharp claws, but they are made of stone. Her animated stuffed animals aren't very tough, but they can carry things for her, and act while she's doing something else.

Also, as soon as Vel takes her most recent memory, she'll learn that technically her powers let her use corpses and skeletons as easy as toys and statues, but emotionally she doesn't accept that as a thing Heros do. Emotionally, all the times we know she unlocked it was by subconsciously using her powers on a dead friend because she couldn't accept they died. At this point, Velma is not strong enough power-wise to animate any of her teammates' corpses. Heck, even at full power, powering a sentient human is a potentially-lethal strain on Velma.

In Aather, Joy might be willing to yank control of mindless undead from someone else once she remembers her powers work that way, but only as a last resort. Also, that might not be the best idea, considering she's creating a link between them and her life-force, which the Darkness could probably follow back to her.
